Assessing threats effectively is a critical skill in intelligence, security, and risk management. To make that process easier, I’m sharing a Threat Analysis Matrix template with you at no cost. This tool will help you evaluate threats based on capability and intent, allowing you to prioritize risks and make informed decisions.
What This Template Does
The Threat Analysis Matrix is designed to help you categorize and assess different threats by examining two key factors:
- Capability – How well-equipped the entity is to act, considering their resources, expertise, and operational reach.
- Intent – How motivated the entity is to act, including their objectives, planning, and willingness to escalate.
By rating threats on these two dimensions, you can plot them on a four-quadrant matrix to determine their level of risk and the appropriate response.
How to Use It
- Identify the threat groups you need to assess.
- On the Threat Scores sheet, assign capability and intent scores on a scale of 0-10 based on available intelligence.
- Scores will be plotted automatically on the matrix, which will categorize threats into one of four groups:
- Minimal Threat – Low capability, low intent.
- Emerging Threat – Low capability, high intent.
- Latent Threat – High capability, low intent.
- Critical Threat – High capability, high intent.
- Use the results to guide your response, prioritizing critical threats while monitoring those that may escalate over time.
When to Use This Tool
This template is useful whenever you need a structured way to assess threats, whether for security assessments, intelligence reporting, risk analysis, or crisis response planning. It provides a clear, objective framework for identifying which threats require immediate attention and which should be monitored over time.
